Jeff Foutz is the organizer of the Washington County 9.12 Project. In 2009, Jeff launched the precinct project in Washington County. After three months of researching the Washington County Committee seats and organizing grassroots groups in the county to get their members on the ballot for the 2010 primary, Jeff spoke about the precinct project at the Washington County TEA Party on April 15^th 2010 urging those in attendance to get involved in the political process to take the Republican Party back from the grassroots level. Jeff urged the attendees to run write in campaigns to get elected to their precinct committee seats for the upcoming election. As a result of his efforts, the conservative grassroots had been elected to more than half of the Washington County Republican Party precinct committee seats in the Primary Election of 2010. Jeff had successfully organized the newly elected precinct committee people to take over the majority of the district manager, executive committee and executive board positions within the Washington County Republican Party.
